I think most folks will have a very hard time winning a game without building at least one. And the method of getting offerings isn't a matter of just dropping some resources. Usually it's about slight tweaks to an action to generate one rather than doing something completely different. It's about prioritizing which monuments are most crucial combined with how reasonable they will be to build.
