Short answer: no. This is similar to the guilds in that respect. Even less so in that many of these offerings are things you can do as part of your normal actions just by tweaking how you do them. E.g., you're going to battle foes anyway, do you want to spend a potion to push it into a wasteland so you can get an offering for the cenotaph?
