Question: Who can work toward building a monument; all players for all monuments (regardless of which kingdom they are in), only players in the monument's kingdom, or only the player whose home kingdom contains the monument?
In testing, anytime a player met the condition to add an offering token to a building, it was added, regardless of kingdom.
Build is a new heroic action. You perform that action in a space with monument foundation that has the correct number of offerings. Replace the foundation with the building, flip the building card over, and mark the monument as completed in the app.
