Amareth is designed for a city crawl. The ten related adventures revolve around urban intrigue, political maneuvering, and dungeon exploration. Non-player characters have personalities and problems. After the Borstin Revolutionary War, the city-states are loosely bound, creating a weak central government that lacked power to tax, raise an army, or enforce laws effectively. Each city-state retains sovereignty, leading to conflicts over trade, currency, and borders. Political debates rage between those favoring stronger national unity and those wary of centralized power.
