A follow up for Canadian recipients.
Appreciate this may not work out for all of you, but this was how I dealt with UPS and my Canadian delivery. Editorial comments on how it should have been done are left to the readers imagination.
Looked on line for others dealing with UPS fees. You will quickly figure out the secret sauce is to 'self clear'. To self clear you need to reach out to the UPS support telephone line and tell the UPS admin person you would like to 'self clear'. They should make a note in the system which halts the COD delivery for 48 hours while you do your thing.
Your thing is to take the paperwork that the UPS broker from the Canadian regional office will email you in response to your self-clearing request, along with your original SJG invoice (to validate what you paid) to the CBSA Inland office closest to you and in person. Mine was located at Pearson Airport in an office building on the property. Access and parking are free.
Once there I queued to talk to an Agent. They wanted to see ID, the invoice, and the UPS paperwork. I was then invited to have a seat until the cashier called. That took less than 10 minutes when I visited, and they let you pay what you owe (HST only - about $23.00). They will give you a form B15 to indicate you've cleared the required fees.
Take that B15, scan or take a picture, send it back to the UPS broker who sent the original paperwork (keeping the tracking number in the Subject line) and they should release the package within one business day and delivery should occur without the COD request.
Still there were challenges with UPS delivery team through this process. Rather than halt the notes, they continued to schedule and reset delivery times with the COD demand. Finally they settled on Monday. Before the broker could clear the delivery, the UPS delivery guy was at the door asking for the COD. I showed him my B15 (which he recognized), he took a picture for his records, and handed me my box - no COD.
A lot of self directed research and effort, an afternoon of my own time, a trip to and from the airport on the 401, saved over $100 and gets your package. Convenient if you're able and close to a CBSA office; impossible if you don't have these privileges.
