Hrm... depends, kinda, on what you mean by "most powerful"? Honestly I think they're very much on the low end of the scale.
Elantrians can do pretty much anything, and per Design in Yumi, they're up there as far as, crazy Invested to the hilt. And now we know they have no distance limit on their powers, they just draw a local map on the ground and now they have free infinite power anywhere forever. And even what should be their other limitation, that it takes a long time to draw out a complex Aonic equation, seems to be out the window. On the basis of barely any practice, Raoden was drawing perfect Aons with both hands simultaneously, almost instantly, and the people who've been doing it longer seem to be even faster. So it's hard to imagine someone being more powerful than an Elantrian.
Compared to a surgebinder or Knight Radiant... that would be interesting. Lots of various advantages on both sides, so a lot of context goes into saying who could exploit the situation better. A mistborn has access to the full suite of powers and that can be very useful, and as a culture specifically focused on metal, and with hundreds of years more experience with the powers (whether we're talking Era 1 when mistborn actually exist or if somehow there were a mistborn concurrent with the timeframe of the Stormlight Archive), if they were fully prepared there are a lot of things they might think of that a surgebinder might not. Like, using aluminum as a way to block surgebinding. Keep extra vials in an aluminum pouch to prevent an Elsecaller from turning it into poison, etc.
And, of course, there are a lot of "meta-magics" available to a mistborn we've barely seen. let alone delved into. Chromium is obvious. Burn aluminum if a Skybreaker tries to Lash you. Would tin or bronze help someone determine if something is an illusion? And if my idea of copper works, that could be extremely useful.
It would depend on a LOT of factors. Among other things, Bondsmiths can just do anything "because Connection" so they would likely win. But for most of the other orders? There will obviously be excepting circumstances, but generally I'd give it to a mistborn.
