No, Secret Project 5 is shipped separate from the add-ons. As Dragonsteel said in this update:
"With add-ons nearing completion, the next major step for the campaign is fulfillment of the Isles of the Emberdark rewards."
"Isles of the Emberdark rewards are not included in the above percentage. All Emberdark rewards are currently in production and scheduled to begin shipping in the early fall of 2025."
In case you missed the announcement, Isles of the Emberdark IS Secret Project 5. They are not keeping the title secret like with the previous Secret Projects, and will be using the title in all announcements, discussions, streams, etc. going forward, not "Secret Project 5."
