You have to Remove all your Presence before you get to see any of the cards. Choosing one at a time slowed the game down too much. And yes, you can get the Removed Presence back with anything that adds Destroyed Presence. Anything that completely removes a piece from the game will say so.
This card is definitely a gamble, but if you get the full set of 3 Minors (or 4 with threshold), you'll usually get 2 helpful effects and at least 1 relevant Element for thresholds. Just make sure you don't sacrifice your last sacred site!
